Funded PlacesThe Early Learning Centre receives a Long Day Care Preschool Grant from the Victorian State Government for all children who turn 4 years old by April 30 of the year of entry. The funding is used as a contribution towards meeting the operating costs of the Centre, including salaries, on-costs, leave provisions, maintenance and equipment. Parents of children enrolled on a ‘funded place’ cannot accept a ‘funded place’ at any other service. All children who turn 4 years old by April of the year of entry are enrolled on a ‘funded place’ and cannot accept a funded place elsewhere. 2nd year Funded PlacesOnly enrolled children with identified developmental delays as per guidelines set by the Department of Human Services will be considered for second year of funded preschool. Non Funded PlacesChildren who are not approved by the’ Department of Human Services (DHS) for a funded preschool place or who will not turn 4 years old by April are enrolled on a ‘non funded place’. These places attract a ‘gap fee’ which is consistent with the annual per capita grant fee paid by DHS. In 2009 is expected that the gap fee, which is billed quarterly in addition to the daily fee will be an additional $37.00 per week, per child.
3 YEAR OLD ENTRY – NON FUNDEDChildren must be 3 years of age by December 31 the year prior to entry.
Childcare Benefit (CCB) and 50% Childcare Tax Rebate (CCTR)via Family Assistance Office – ph: 13 61 50 website: www.familyassist.gov.auThe Australian Government assists families with the cost of child care and long day kindergarten by ensuring that CCB and CCTR are provided to families who wish to access support for their workforce participation. To access this support ALL families are required to register and be assessed by the Family Assistance Office even if the assessment is anticipated to be ‘zero’ CCB. It is important to note that CCTR is only available once families have been assessed for CCB. Child Care Benefit is deducted from full fees.
ELC FundingThe ELC receives funding support from both the Commonwealth and State Governments. The Commonwealth Government funding is provided through the Childcare Benefit (CCB) which is a fee assistance scheme available to all eligible families irrespective of income. For all inquiries to the Family Assistance Office (FAO) please quote the ELC No 555 000 426X. The FAO can also be accessed on: www.familyassist.gov.au. The State Government funding is provided through the Victorian Government Long Day Care Pre-school place subsidy and is paid to the ELC to support the delivery of the 4 year old preschool programs. A second year of funded kindergarten must be approved in writing by the Department of Human Services.
