Project Title: On Track 2003 – The Destinations of School Leavers in Victoria

Abstract: What happens to young people when they leave school, and what is their thinking behind their decisions? The On Track project was conceived and designed by CPELL to help the Victorian government gain a very detailed picture of destinations and motives, and to assist schools and Local Learning and Employment Networks (LLEN) with an accurate and comprehensive picture.  In 2003 – the first full year of the project – approximately 41,000 school leavers were reached through the telephone survey.  In 2004 a similar number of young people provided information on their destinations.

Young Visions: a report of a national survey of VET in School students

Abstract: Young Visions surveyed over 20,000 Year 10, 11 and 12 students in all states and territories of Australia.  It examined their experiences of school and career education, VET in Schools programs, labour force participation, and their future work, study and career plans.

Abstract: This study examined the post-school transitions of school leavers and the experiences of continuing students, based on a follow-up survey of students who had participated in the Young Visions survey one year earlier.

Project Title: The Student Resource Package (SRP)

Abstract: The University of Melbourne was commissioned by the State Government to lead a consortium to re-design the School Global Budget.  This major undertaking involved extensive modelling to identify “effective and efficient” schools, to estimate the per unit costs of delivering “effective” schooling at different year levels, and to test the operation of current equity programs.  The budget model has been completely re-designed and the new design approved by the government.  The chief consultant – Richard Teese – travelled across Victoria to meet 1,600 principals to discuss the design of the new model and to gather feedback on concepts and issues addressed by the model.
Project Title: The South Australian Certificate of Education: research program for policy review

Abstract: CPELL was asked to undertake supporting research into four areas: retention and early leaving, participation and achievement in the SACE, post-school transition and intervention strategies to promote greater student engagement in learning and higher levels of retention or equivalent.  The research team has drawn on a range of data sources including longitudinal data (LSAY), annual school census tables and Commonwealth Grants Commission participation estimates for small geographical areas.
Project Title: Course Completion and Instructional Experience in TAFE

Abstract: The aim of this study was to find out how students experience technical and further education (TAFE) from the point of view of the learning experience, and what factors influence them to continue or discontinue their studies.

Abstract: The brief for this project noted that performance measurement in education focussed largely on student scholastic achievement. This project was concern with identifying the broader outcomes and measures relating to the social and economic outcomes of education.
Project Title: Post-compulsory Pathways and Support: A youth perspective

Abstract: A sample of 198 young people who left Victorian government schools in 2002 formed the basis of this study of the post-school pathways of school completers and early school leavers. For the purposes of this analysis, the respondents in the study were divided into six main groups – those who went to university, those who went to TAFE, those who obtained apprenticeships or traineeships, those working, those unemployed and those who were early leavers.  These groups formed the basis for the structure of this report and the following summary highlights the main findings relating to each of these groups.

Abstract: This project is a comprehensive review of legislation, involving extensive consultation with key government agencies, a literature and document review, the preparation of discussion and concept papers, an electronic and telephone survey on issues relating to goals, entitlements and governance and stakeholder consultations.
Project Title: Education and training and regional networks: the implications for outcomes and governance

Abstract: The report was commissioned by the Education Foundation and was presented at a forum in June 2004.  The report examined the patterns of participation and outcomes in Australian schooling across the different school sectors.  It located strong patterns of selectivity across and within sectors, and the increasing concentration of students who experience scholastic failure, with both the government and Catholic sectors.
Project Title: Staying on at School: Improving Student Retention in Australia
Funded by: Department of Education and the Arts, Queensland

Abstract: The project was commissioned on behalf of MCEETYA to identify the main drivers of current trends in retention rates across States and Territories and to develop a set of models to predict differences in patterns of retention.  The study involved an extensive review of national and international literature on school completion and early leaving and a series of interviews with a sample of retention ‘experts’ including school staff and policy makers.

Project Title: Research Services to Improve Access for Indigenous Students in VET in schools programs

Abstract: This project investigated the role of Vocational Education and Training in Schools (VETIS) for Indigenous students.  Several data sources informed the results of this project, including previous literature on VET in Schools and Indigenous education, a nation survey of students’ experiences of post-secondary education and VET conducted in 2002 and case study material from interviews with over 280 individuals in 21 schools from diverse settings in all States and Territories in Australia.
Project Title: Participation in Adult and Community Education: regional, socio-economic and other population differences

Abstract: This project measures the levels of participation in VET (ACE and TAFE) in different community setting across Victoria as a defined by socio-economic (occupation, education, income) and language background characteristics.  Age and gender are key categories in the analysis, which break out participation by AQF level.
Project Title: VET in schools: a post-compulsory education perspective

Abstract: In the context of significant growth in the provision of VET in Schools programs in the past decade, this study sought to investigate the place of vocational education and training (VET) in school culture and policy.  The study examined the consequences for students of supportive and negative school cultures in terms of access to VET while at school, attitudes to lifelong learning, self-confidence and knowledge of employment and training options.  The study gathered information from twelve schools and six technical and further education (TAFE) institutes in NSW, Queensland and Victoria.

Project Title: The Victorian Certificate of Education: Social Access to the curriculum and transition effectiveness

Abstract: This project is a three-year investigation of social differences in VEC participation and achievement, differences in quality of learning experiences, and differences in the transition outcomes from various strands within the mainstream VCE.  The project is set against the background of historically high levels of retention and a state government target of 90% retention or equivalent by 2010.

Abstract: Chapter in Equity in VET Research Readings (Editor Kaye Bowman), a book of reading developed to contribute to the ANTA National Strategy for Vocational Education and Training 2004-2010.  This Chapter looks at the context in which early school leaving occurs in Australia, the causes, the consequences and the ways in which its impact is reduced through vocational education and training.

Project Title: Review of Vocational Training in Nicaragua

Abstract: The review involved a one week field trip to Nicaragua and an examination of available data and literature.  It concentrated upon the role of the national training agency – INATEC.  Consultations were conducted with training providers, government representatives and private sector personnel.  The report includes comparative studies of VET delivery in the region and beyond.  It identified a number of recommendations that will be delivered to the government of Nicaragua.
Project Title: Educational Outcomes and Youth pathways in the Ballarat, central Highlands and Wimmera Region

Abstract: The project involved the development of regional profiles of patterns of education participation and outcomes and post school pathways.  It provided a detailed report and analysis of the education and training providers from the region.  The data were presented at a regional seminar, which was facilitated by CPELL staff.
Project Title: The Use of the Recognition of Prior Learning in Australia, New Zealand, Canada, South Africa and the USA
Funded by: International Labour Office
Abstract: The study was commission as part of a wider study into the Recognition of Prior Learning.  It involved field work in Australia, Canada and New Zealand and linkages with researchers in the USA and South Africa.  The report has been published by the ILO and was presented at an international forum in Bangkok.
Project Title: Implications for Skills Demand of the Central American Free Trade Agreement

Abstract: The report was commission in the context of the forthcoming Central American Free Trade Agreement.  It utilised data from the World Business Environment Survey, and a number of other data bases.  It includes a wide review of the literature and was supported by previous studies on Guatemala and Honduras undertaken by the researchers.
Project Title: Principles, Goals and Objectives for Education and Training in Victoria
Funded by: Department of Education and Training, Victoria
Abstract: The paper was commission as part of the review of Victorian education and training legislation.  It involved interviews with senior education and training officials in the state and consultations with a number of advisory groups.  The paper identified a set of statements on Vision, Objectives and Principles as the foundation for legislation.  The proposals were accepted by the executive of the Department of Education and Training.

Project Title: School performance in Australia

Abstract: This report presents results from analyses of school effectiveness in Australia.  School effectiveness is measured by estimating performance gains or differences on a variety of student outcome measure after controlling for differences in student background characteristics.  The study was undertaken as part of the Shared Future Project for the Victorian Department of Premier and Cabinet (DPC). The report begins with an analyses of some of the factors, such as socioeconomic status (SES) and school sector, that influence the school performance, by examining their impact on student outcomes.
