Effectiveness of the Primary Native English-Speaking Teacher Scheme in Hong Kong

Summary
In 2005, the second of three years of data collection and analyses for the evaluation of the deployment of Primary Native English-speaking Teachers (PNET) in Hong Kong was completed. Baseline data were collected and analysed in 2004. This year, 4509 students from grades P1, P2 and P3, 4060 parents of participating students, 615 local English teachers, 89 native English-speaking teachers (some of whom were deployed in two schools), and 136 school heads contributed to the data collection. The sample will be extended to include P4 students in 2006, and will include in-depth case studies conducted in 20 schools.
The instruments used in the study were the Profiles in English as a Second Language (Griffin , Smith & Martin, 2003) and the Interview Test of English Language (ITEL-ed) (Griffin, Tomlinson, Martin & Adams, 1992). Background and demographic information was collected from students, parents, NETs, local teachers and school heads. These data were compared against baseline data collected in 2004 as part of a value-added analysis of student achievement and the contextual factors that support language development. The results of calibrating scales of student achievement and attitudes, and analysis of demographic and background variables, were reported to the Education and Manpower Bureau, Government of Hong Kong SAR, in November 2005.
